Implementasi Sistem Pendukung Keputusan Penentuan Area Ekspansi Jaringan Menggunakan Metode Moora

Abstract

Network expansion site selection is frequently based on subjective managerial judgment, creating a risk of misdirected decisions that undermine operational efficiency. This research addresses that gap by developing a web-based Decision Support System that applies the Multi-Objective Optimization on the Basis of Ratio Analysis (MOORA) algorithm, using PT Sinar Komdigi Nusantara as the case study. The MOORA computation incorporates six weighted criteria: population density, public facility availability, distance to node or POP, competition level, area growth potential, and operational cost. It is applied across ten candidate site alternatives through matrix normalization and optimization value (Yi) calculation. The system was built following an Agile development approach using PHP and a MySQL database. Black box testing across all functional modules confirmed that the system operates according to its design specifications. The ranking output identified Griya Indah Serpong as the alternative with the highest optimization value (Yi = 0.1500), making it the top recommendation for network expansion. These findings confirm that the MOORA method produces measurable, consistent site recommendations free from decision maker subjectivity.
