Penerapan Finite State Machine untuk Validasi Kuota Pelanggan pada Sistem Penyaluran LPG 3 Kg Bersubsidi

The limitations of manual record-keeping, which only logs NIK without detailed transaction history, mean that Tri Guntoro Station operators lack a valid reference when faced with demands to report that stock is out. This situation forces operators to engage in random data entry by selecting arbitrary NIK from paper records to meet reporting targets for Pertamina. This practice has led to a high incidence of duplicate data anomalies on the subsiditepatlpg.mypertamina.id portal, resulting in cumulative financial penalties assessed during each monthly audit. This study aims to design a web-based quota management system to replace estimated data with precise transaction validation, in accordance with the maximum quota rules of one cylinder per week for households and two cylinders per week for micro-businesses. This system applies a finite state machine model to dynamically map customer quota statuses into the states of “Available,” “Almost Out,” and “Out.” The Waterfall method was used for software development. The result of this research is a functional web application capable of validating transaction eligibility in real time and preventing the entry of National Identification Numbers associated with an “Exhausted” status, thereby ensuring the accuracy of reporting data, eliminating the practice of random data entry, and protecting the distribution center from financial losses due to fines.
